Q: Early ’80s, post-apocalypse, Asian with a baloney sandwich in the last frame, tag line was “could ruse a ritter mustard”.

Yes, it's one of Mark Marek's New Wave comix. Appropriately enuff, it appeared in the March 82 (Food) issue.
